Rockstar Games appears to be taking pedestrian realism in Grand Theft Auto 6 to an entirely different level, with the upcoming title reportedly featuring around 600,000 animations and individually developed personalities for its non-playable characters (NPCs).

A recent feature in Edge magazine has shed light on the considerable effort behind building the population of Leonida, the fictional state where GTA 6 takes place. Rather than treating pedestrians as background elements, Rockstar has reportedly invested heavily in making them feel like individuals who respond differently to their surroundings and interactions with players.

The development approach offers a glimpse into why building the game’s open world has been such an extensive undertaking.

GTA 6 NPCs Will Have Different Personalities and Reactions

In many video games, background characters rely on procedural systems that generate repetitive behaviours. While these systems help populate large environments, they can sometimes make pedestrians feel predictable and interchangeable.

Rockstar appears to have taken a more individualised approach for GTA 6. The studio reportedly worked with a Los Angeles-based team of writers, directors and producers to develop distinct identities for the people inhabiting Vice City.

The reported figure of 600,000 animations highlights the scale of this effort. Pedestrians are also expected to have personality traits that influence how they behave in different situations.

Their temperament, aggression levels, surroundings, previous observations and interactions with the player can all influence their responses. This means that two pedestrians encountering the same situation may not necessarily react in the same way.

The idea is to make the city’s population feel less like a collection of programmed extras and more like people with individual behavioural patterns.

Rockstar Considered How Pedestrians Would React to Players

Rob Nelson, co-head of Rockstar North, offered some insight into the thinking behind the NPC development process.

He explained that the team had to continuously consider how different characters might respond to situations, particularly when confronted by the player.

“Who’s going to be aggressive? How many people are going to go for a weapon? How many are going to test me?” Nelson said while describing the questions that guided the development process.

These considerations suggest that pedestrian behaviour is not limited to simple reactions such as running away or becoming hostile. Rockstar has reportedly worked to introduce more variation into how people respond, depending on their personalities and circumstances.

Such details could make encounters across Vice City less predictable, adding another layer of interaction to the open-world experience.

Rockstar Says It Has Not Compromised on GTA 6’s Scale

The attention given to NPC behaviour is part of Rockstar’s wider effort to build an expansive and detailed game world.

Aaron Garbut, head of development at Rockstar North, made it clear that the studio was unwilling to lower its expectations or take easier routes while developing the title.

“We can’t just trot out something that’s what people might expect, or that was the easy thing to do,” Garbut said.

He also emphasised that Rockstar had not compromised on the game’s scale, detail, interactivity, story or open world.

His comments underline the studio’s approach to GTA 6, where even elements that players might overlook are receiving considerable development attention.

GTA 6 Release Date and Platforms

After multiple changes to its launch schedule, Grand Theft Auto 6 is currently scheduled to release on November 19, 2026.

Rockstar initially targeted an autumn 2025 launch before pushing the game into 2026. The studio subsequently announced May 26, 2026, as the revised release date, before another postponement moved the launch to November 19.

The game is scheduled to arrive on PlayStation 5 and Xbox Series X|S.

With its reported animation count, individually developed pedestrian personalities and emphasis on environmental detail, GTA 6 is shaping up to be an ambitious addition to the franchise. The real test, however, will be how naturally these systems come together when players finally get to explore Vice City themselves.
