The Adani Group has unveiled a long-term investment plan of $66 billion to be deployed across Maharashtra, Assam and Jharkhand over the next seven to ten years. The proposed investments span aviation, clean energy, urban infrastructure, digital platforms and advanced manufacturing, marking one of the Group’s largest multi-state commitments to date.
The scale and sectoral distribution of the plan were outlined by Pranav Adani, Director of Adani Enterprises, during the 56th annual meeting of the World Economic Forum in Davos. According to the Group, the strategy reflects a shift away from isolated asset creation toward building integrated, technology-driven infrastructure platforms designed to support sustained economic growth.
A Broader Shift Toward Integrated Infrastructure
The Adani Group stated that its investment blueprint is anchored in ecosystem development rather than standalone projects. The focus is on combining transport, energy, digital systems and urban planning to create interconnected platforms that can drive efficiency, employment and long-term value.
By concentrating investments in select states, the Group aims to align large infrastructure creation with regional development priorities, while leveraging scale and integration across its existing and proposed assets.

Maharashtra as the Core of Urban and Infrastructure Expansion
Maharashtra forms a central pillar of the investment programme, with projects focused on urban transformation and next-generation infrastructure. Among the most prominent initiatives is the redevelopment of Dharavi, regarded as one of India’s most complex urban renewal projects. The plan seeks to transform Asia’s largest informal settlement into a planned urban and economic hub, with improved housing, infrastructure and commercial activity.
Another major focus area is Navi Mumbai, which the Group sees as a future growth engine for the Mumbai metropolitan region. The Navi Mumbai International Airport, described as one of India’s largest greenfield airports, commenced operations on December 25. The airport is expected to significantly expand aviation capacity while also acting as a catalyst for logistics, hospitality and commercial development in the surrounding region.
Maharashtra Chief Minister Devendra Fadnavis welcomed the investment plans, stating that investment-led growth is essential for job creation and opportunities for the state’s youth.
Expanding Aviation and Clean Energy Footprint in Assam
In Assam, the Adani Group outlined plans to build a comprehensive aviation and aerospace ecosystem centred around Lokapriya Gopinath Bardoloi International Airport in Guwahati, which is expected to become operational next month.
The proposed developments include hospitality and retail infrastructure, an aviation training academy equipped with Level D full-flight simulators, and maintenance, repair and overhaul facilities capable of servicing both narrow-body and wide-body aircraft. These initiatives are intended to strengthen the region’s aviation capabilities and support skill development.
Alongside aviation, the Group announced large-scale renewable energy investments in Assam’s Karbi Anglong and Dima Hasao districts. These projects are expected to add more than 2,700 megawatts of solar power capacity, reinforcing the state’s role in India’s clean energy transition.
Additional investments include cement manufacturing and grinding units aimed at strengthening construction supply chains across eastern and northeastern India.
Energy, Data and Advanced Manufacturing Initiatives
Beyond urban and aviation projects, the Maharashtra portfolio also features significant energy and technology investments. Plans include the development of green data centre parks with a combined capacity of 3,000 megawatts, reflecting rising demand for digital infrastructure.
The Group also outlined pumped storage hydropower projects totalling 8,700 megawatts, coal gasification initiatives, and the establishment of semiconductor and display fabrication facilities. In addition, a nuclear power project has been proposed in line with the government’s evolving framework for private sector participation in the sector.
Building Scalable and Sustainable Ecosystems
According to the Adani Group, the $66 billion investment programme underscores its broader transition from asset ownership to ecosystem building. The emphasis is on scale, integration and sustainability, with projects designed to support economic development while aligning with emerging technology and energy priorities.
Spread across Maharashtra, Assam and Jharkhand, the planned investments signal a long-term commitment to infrastructure-led growth, positioning the Group to play a significant role in shaping India’s urban, energy and industrial landscape over the coming decade.
