Iran is preparing a list of conditions for reopening the Strait of Hormuz, but Tehran says the waterway will not reopen until the United States takes concrete steps to meet those demands.

Iranian security chief Mohsen Rezaei said the conditions are being drafted in response to requests from mediators. He added that Washington must first take “practical steps” to fulfil Iran’s demands before the Strait is reopened.

The specific conditions have not yet been disclosed. Rezaei did not detail what Tehran wants from Washington or what actions would be considered sufficient.

The announcement suggests that Iran is leaving room for a negotiated reopening, but only on terms that require action from the US first.

Qatar steps up diplomatic engagement

The development comes as Qatar increases its diplomatic engagement with Tehran.

Qatar’s Prime Minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani held meetings in Tehran where the future of the Strait of Hormuz was among the key issues discussed. The talks came amid hopes that dialogue between the United States and Iran on ending the war could resume.

Washington maintains pressure on Iran

At the same time, the US continues to maintain economic pressure on Tehran.

The US Treasury announced fresh Iran-related sanctions targeting an individual it says is linked to Iran’s Bank Melli and a Hong Kong-based company. The move followed Treasury Secretary Scott Bessent’s warning of an “economic onslaught against Iran’s financial connections around the globe.”

The key issue now is what Tehran includes in its list and whether Washington is prepared to take the “practical steps” Iran is demanding.
