Goa has been ranked Best Performer under Category B of the States’ Startup Ecosystem Ranking, an assessment instituted by the Department for Promotion of Industry and Internal Trade (DPIIT).

The recognition was announced during National Startup Day celebrations at Bharat Mandapam, New Delhi, where a Certificate of Appreciation was received on behalf of the Government of Goa by Dr. Milind, Joint Director at the Department of Information Technology, Electronics & Communications (DITE&C), along with D. S. Prashant, CEO of the Startup & IT Promotion Cell (SITPC).

What the ranking measures?

The States’ Startup Ecosystem Ranking is positioned as one of India’s comprehensive ecosystem assessments, and evaluates states and union territories across defined categories based on population size, tracking progress through multiple reform areas.

These thus include policy support, institutional infrastructure, access to funding, market linkages, capacity building, and innovation-led growth, all anchored in assessments covering policy frameworks, ecosystem maturity, and measurable outcomes for startups.

What Goa’s win signals?

Officials linked the recognition to the role of DITE&C, working through SITPC, in building a “robust” startup ecosystem, highlighting progressive policies, institutional support, and collaboration with industry, academia, and ecosystem partners to create an enabling environment for startups “from ideation to scale-up.”

The development was also discussed in the Goa Legislative Assembly, where Technology, Electronics & Communications Minister Shri Rohan A. Khaunte acknowledged the combined efforts of government, institutions, and the startup community in reaching the milestone.

The ranking positions Goa as an emerging startup hub and reinforces the state’s stated focus on innovation-led entrepreneurship aimed at opportunity creation, economic impact, and inclusive growth.
