SpaceX CEO Elon Musk has intensified a public confrontation over Starlink’s regulatory approvals in India, raising questions about Mukesh Ambani after Indian authorities dismissed claims that domestic corporate interests were preventing the satellite broadband company from launching its services.

The controversy unfolded on October 8 when Musk questioned why Starlink remained unable to begin commercial operations despite what he described as five years of efforts to comply with Indian laws and regulations.

Musk initially alleged that unnamed “oligarchs” were obstructing Starlink’s entry to protect their interests in India’s telecommunications market. He subsequently asked on X whether “Ambani is the real boss of India”, bringing the chairman of Reliance Industries into a dispute that had largely centred on regulatory approvals.

The Indian government dismissed these insinuations of discrimination, arguing that the satellite communication providers had to meet national security needs before embarking on commercial operations.

The exchange has brought renewed attention to India’s emerging satellite broadband market, where regulatory oversight, competition and the potential to connect underserved regions are closely intertwined.

Why Did Elon Musk Mention Mukesh Ambani?

Musk’s reference to Ambani followed the government’s rejection of allegations that Starlink was being deliberately prevented from entering India.

His remarks appeared in the context of an online discussion about satellite broadband’s potential to expand connectivity in regions where conventional telecommunications infrastructure is difficult or expensive to deploy.

Reliance Jio, part of Ambani’s business group, is a major participant in India’s telecommunications market. That position makes developments in satellite broadband commercially relevant to the company.

However, Musk’s remarks do not establish that Mukesh Ambani or Reliance Industries influenced Starlink’s regulatory approvals.

Musk has raised concerns about the latter, while the government attributes the delay to outstanding security-related requirements.

Starlink Has a Licence, So Why Can’t It Launch in India?

A central point of confusion is the difference between receiving a telecommunications licence and obtaining all necessary permissions to offer commercial services.

Starlink has already secured a licence to provide satellite communication services in India. However, it has yet to complete the remaining security-related clearances and other approvals required for commercial operations.

Minister of State for Communications Chandra Sekhar Pemmasani addressed the issue on the sidelines of the India Mobile Congress.

“The Department of Telecom has issued licences to all satcom companies as well as provisional spectrum. Now the issue is pending with MHA for security clearance. As soon as it is cleared, they will get it. It has nothing to do with one company,” Pemmasani told reporters.

His remarks identify the Ministry of Home Affairs as a key authority in the remaining approval process.

The government also rejected allegations that Starlink was being subjected to discriminatory regulatory treatment, describing such suggestions as “baseless and misconceived”.

A company may receive permission to provide a particular category of telecommunications service while still being required to demonstrate compliance with additional conditions before serving customers.

Consequently, the existence of a satellite communications licence does not automatically establish that Starlink is authorised to begin commercial operations.

What Happens Next for Starlink in India?

For Starlink, the immediate challenge remains regulatory rather than commercial.

The company needs to obtain the remaining required clearances before it can begin offering satellite internet services to Indian customers.

The government’s position is that the necessary authorisations will follow once applicable security requirements are satisfied.

For India’s telecommunications sector, the controversy highlights the growing importance of satellite connectivity alongside conventional broadband and mobile networks.

Musk’s comments have placed Mukesh Ambani at the centre of the public debate, but the immediate regulatory issue remains Starlink’s pending clearances.
