Bitcoin is approaching a price level that could determine whether its latest recovery develops into something more substantial, while a separate question in Washington may shape how far any rebound can ultimately run.

The immediate market focus is around $66,600, a resistance level identified as the neckline of an inverse head-and-shoulders pattern developing on Bitcoin’s daily chart. Market technician Aksel Kibar of Tech Charts has tracked the formation since the June lows, with a confirmed breakout potentially pointing toward $76,000.

That makes $66,600 more than another round number on the chart. A decisive move above it, followed by the ability to hold that level, would complete a technical structure traders traditionally watch for signs of a bullish reversal.

At the same time, the longer-term argument for Bitcoin returning toward $100,000 in 2026 is being tied to something charts cannot settle: the fate of the Clarity Act in Congress.

Bitcoin’s next technical test sits at $66,600

Bitcoin’s latest bounce had lifted the cryptocurrency toward the neckline after a pattern that has been taking shape since early June.

An inverse head-and-shoulders formation consists of three troughs, with the middle decline extending deeper than the other two. The recoveries between those lows create a neckline, which becomes the resistance level traders watch for confirmation of the pattern.

In this case, that resistance is around $66,600. Bitcoin was described as recently changing hands near $66,500, leaving it just short of the level required for confirmation.

Kibar’s measured-move calculation places the potential upside objective at $76,000 if Bitcoin can break and remain above the neckline. The target is derived from the distance between the pattern’s lowest point, or head, and its neckline.

It is an important distinction. The formation has not been confirmed simply because Bitcoin has approached resistance. The bullish case described in the technical analysis depends specifically on a decisive break and hold above $66,600.

The structure is also forming after a much larger retreat. Bitcoin had peaked near $126,000 in October 2025, according to the market analysis, before entering a severe downturn. The pattern developing since June is therefore being watched as a possible sign that a bottom may be taking shape rather than merely another temporary bounce.

The $76,000 target and the $100,000 question are not the same trade

While $76,000 comes from a specific chart calculation, the case for Bitcoin eventually recovering to $100,000 involves a much broader set of conditions.

A separate analysis published on August 19 argued that Bitcoin’s direction through the remainder of 2026 could be heavily influenced by Congress, particularly the progress of the Clarity Act. Bitcoin had spent several months trading largely sideways around $60,000, creating a market in search of a fresh catalyst.

The legislation matters because it is intended to establish a framework for how crypto assets should be treated. Its approval could provide greater regulatory clarity for the industry and potentially support renewed investment and innovation.

That political catalyst remains uncertain.

The legislation has faced delays and other obstacles. Although there had been expectations that it could pass during the summer, the report said a vote might not occur until the following month, while pessimism had grown over whether the measure would pass at all in 2026.

Crypto activity has already shown signs of cooling

The regulatory debate is arriving at a time when enthusiasm around crypto has shown signs of weakening.

One example highlighted in the analysis is Robinhood. The trading platform recorded a 38% decline in cryptocurrency-related revenue in its most recent quarter, a figure presented as evidence of reduced crypto trading interest.

That does not establish what Bitcoin will do next, but it helps explain why regulatory developments are receiving added attention. A clearer legislative framework could influence sentiment at a time when trading activity has cooled, while further delays could leave the market without the policy catalyst some investors are waiting for.

Midterm elections add another layer of uncertainty

Timing could become increasingly important as the United States moves closer to the midterm elections.

The analysis warned that a change in the balance of power in Congress could make crypto legislation more difficult to advance. It also noted that political uncertainty could weigh on investor sentiment if the Clarity Act remains unresolved.

That creates two very different milestones for Bitcoin.

The first is visible directly on the chart. A break above $66,600 could confirm the inverse head-and-shoulders formation and put the calculated $76,000 objective into focus.

The second has no precise price level. It depends on whether lawmakers can provide the regulatory framework that parts of the crypto industry and market participants have been waiting for.

For now, Bitcoin sits between those two stories. Technical traders have a clearly defined resistance level to watch, while investors looking further into 2026 face a political variable that remains unresolved.

A move through $66,600 could answer the market’s immediate technical question. Whether Bitcoin can rebuild a path toward $100,000 is a much bigger test, and one that may ultimately depend on more than price action alone.
