In a strategic move that has raised alarms within the U.S. intelligence community, Russia and China are reportedly intensifying efforts to recruit recently laid-off U.S. federal employees, particularly those with national security roles. According to sources familiar with U.S. intelligence assessments, these adversarial nations leverage platforms like LinkedIn to approach former federal workers with valuable institutional knowledge. Laid-off U.S. Federal Employees or ‘Valuable Asset’

The affected parties mostly comprise individuals let go in the recent rounds of the layoffs or who are anticipating imminent terminations. With the Trump administration’s continuous attempts to reduce the federal employee base, numerous dismissals of employees on probationary terms have been made. Intelligence reports suggest that Russia and China are focusing on these employees for their deep institutional knowledge, making them high-value targets for espionage and intelligence gathering.

Recruitment Tactics: LinkedIn and Recruitment Websites

The hiring strategy purportedly includes aggressive recruitment through professional networking sites and newly established hiring websites. Insiders report both China and Russia have increased their operations to reach out to former American federal workers by presenting them with highly lucrative employment avenues. The apparent objective is the procurement of sensitive details about America’s key infrastructure and governance functions.

Internal documents from the Naval Criminal Investigative Service (NCIS) obtained by CNN reveal that foreign intelligence services also use platforms like TikTok and Reddit to identify and connect with potential recruits. These efforts underscore the evolving nature of espionage tactics in the digital age.

Chinese Embassy Responds

Rebuttals to such claims came in the form of a statement issued by Liu Pengyu, spokesperson for the Chinese Embassy in Washington. The embassy referred to reports of such an interference as “baseless speculations,” noting China’s resolve to non-interference in America’s internal affairs. “China has always maintained the principle of mutual respect and non-interference. We reject vehemently baseless accusations lacking factual support,” Liu said.
