Where and by whom?
The guidebook was released by Shri Piyush Goyal, Minister of Commerce & Industry, at a DPIIT event titled “Celebrating 10 Years of Make in India and Discussion on Next Gen-Reforms 2.0.”

By formally mapping a large set of HSN codes to specific Ministries/Departments, the guidebook provides a single reference point intended to bring greater administrative clarity to the government ecosystem.
The move is framed as part of the next generation of reforms (2.0) being discussed under the Make in India agenda.
