Delhi Airport Hikes User Charges for International Flyers

In a move set to impact international travellers, Delhi International Airport has raised the User Development Fees (UDF) for passengers flying abroad. The revised rates, approved by the Airport Economic Regulatory Authority (AERA), took effect on April 16, 2025.

Hike in Charges for International Flyers

Per the recently reorganised fee structure, economy class passengers will now be required to pay ₹650 at the time of departure and ₹275 upon arrival. Business class passengers must pay ₹810 when they depart and ₹345 when they arrive. Domestic travellers, on the other hand, will still pay ₹129 at departure and ₹56 at arrival; the UDF rates have not changed.

Justification and Response from AERA

AERA said it determined, after careful analysis, that the increase was needed to cover capital expenditures and preserve operational efficiency. The Delhi International Airport Limited had initially sought a 730% increase, but following a lengthy regulatory examination, only a 140% raise was granted.

The announcement has sparked concerns among frequent travelers and airline operators. However, AERA clarified that the hike is in line with established agreements, including the State Support Agreement (SSA) and the Operations, Management, and Development Agreement (OMDA).

Implications for Passengers

The revised fares would likely impact the budgets of international flyers, particularly business travellers and tourists. Because the IGIA is an international travel destination, industry players feel that the move may alter flying options and journey schedules.

Industry players are of the view that an increase, although perceived as a burden for passengers, is necessary for the upkeep and improvement of the airport infrastructure to international standards.
